"A neighbor a few doors down died of cancer too."

My neighbor burns his trash… (no one stops him)

We have complained to the state and town about the man who burns all his household trash in his fireplace (fact) this can’t be healthy for anyone.

Who do we have to complain to? 

A neighbor a few doors down died of cancer too. 

Isn’t it illegal?
